พฤติกรรมเหล่านี้ทำให้เกิดจิตใจ (Spirit) ของการเป็นมิตรไมตรีต่อกัน (Détente) ขึ้นใหม่ในวงการการเมืองโลก เห็นได้จากสงครามอ่าวเปอร์เซีย ซึ่งโซเวียตไม่เล่นด้วยกับอิรัก และหันมาสนับสนุนอย่างไม่ออกหน้ากับนโยบายของประเทศฝ่ายสัมพันธมิตรนัก วิเคราะห์เหตุการณ์ต่างประเทศหลายคนเห็นพ้องต้องกันว่า การที่เกิดการผ่อนคลาย และแสวงความเป็นอิสระในยุโรปภาคตะวันออกอย่างกะทันหันนั้น และมีพลเมืองทั้งสิ้นประมาณ 280 ล้านคนจึงสังเกตได้ไม่ยากว่า หลังจากสหภาพโซเวียตล่มสลายไปแล้ว พวกหัวเก่าและพวกที่มีความรู้สึกชาตินิยมแรง รวมทั้งพลเมืองเผ่าพันธุ์ต่างๆ เกิดความรู้สึกไม่สงบ
