Conference Diplomacyกระบวนการเจรจาระหว่างรัฐบาลต่อรัฐบาลในรูปของการ ประชุม แทนที่จะกระทำโดยวิถีทางการทูตตามปกติ คือ โดยทางเอกอัครราชทูต หรือผู้แทนทางการทูตถาวร การประชุมแบบหนึ่งซึ่งเรียกว่า การประชุมโต๊ะกลม เพื่อทำหน้าที่ระงับปัญหาระหว่างประเทศนั้น เริ่มนิยมกระทำกันหลังสงครามโลกครั้งที่ 1 การประชุมระหว่างประเทศนี้จะประกอบด้วยคณะผู้แทน ซึ่งมีหัวหน้าคณะที่ได้รับมอบอำนาจเต็ม และรัฐบาลของประเทศที่ร่วมประชุมเป็นผู้ส่งไป ในเรื่องนี้มีความเห็นแตกต่างกันอยู่บ้าง บ้างเห็นว่า ควรเป็นการประชุมทางการทูตตามประเพณีที่กระทำกันโดยใช้ผู้เชี่ยวชาญโดยอาชีพ ซึ่งเป็นไปตามวิถีทางการทูตตามปกติมากกว่า [การทูต]
