| Vienna Convention on Consular Relations | อนุสัญญากรุงเวียนนาว่าด้วยความสัมพันธ์ทางกงสุล เมื่อวันที่ 18 ธันวาคม ค.ศ. 1961 สมัชชาใหญ่สหประชาชาติได้ตกลงให้จัดการประชุมระหว่างผู้แทนผู้มีอำนาจเต็ม จากประเทศสมาชิก เพื่อทำหน้าที่พิจารณาปัญหาเกี่ยวกับความสัมพันธ์ทางกงสุล และได้ประชุมกัน ณ กรุงเวียนนา เมื่อต้นเดือนมีนาคม ค.ศ. 1963 ตั้งแต่วันที่ 4 มีนาคม ถึงวันที่ 22 เมษายน มีประเทศสมาชิกเข้าร่วมประชุม เป็นจำนวน 92 ประเทศ รวมทั้งประเทศไทย ส่วนประเทศโบลิเวีย กัวเตมาลา ปละปารากวัย ได้เข้าร่วมประชุมด้วยในฐานะผู้สังเกตการณ์ (Observers)มีข้อน่าสังเกตว่า ในข้อ 73 ของอนุสัญญากรุงเวียนนาว่าด้วยความสัมพันธ์ทางกงสุล ได้กล่าวถึงความสัมพันธ์ระหว่างอนุสัญญานี้ว่า จะไม่มีผลกระทบต่อความตกลงระหว่างประเทศอื่น ๆ ที่ใช้บังคับระหว่างรัฐภาคีแห่งความตกลงดังกล่าว และไม่มีข้อความใดในอนุสัญญานี้ที่จะตัดหนทางของรัฐในการทำความตกลงระหว่าง ประเทศ เพื่อยืนยันหรือเติมต่อหรือยืดขยายบทแห่งอนุสัญญานี้ออกไปอีก [การทูต] |
