The Foreign Officeในสมัยก่อน เมื่อสังคมนานาชาติมีสมาชิกประเทศอยู่เพียงไม่กี่แห่ง และการเจริญความสัมพันธ์ระหว่างประเทศก็ไม่มีอะไรที่ยุ่งยากซับซ้อน ดังนั้น ประมุขของรัฐหรือหัวหน้าของรัฐบาลจะเป็นผู้บริหารกิจการต่างประเทศด้วยตนเอง แต่มาในปัจจุบันเป็นไปไม่ได้ที่จะกระทำเช่นนี้ ดังนั้นทุกวันนี้ รัฐบาลของประเทศเกือบจะทุกแห่งจะมีสำนักงานในระดับกระทรวงแยกออกต่างหาก เพื่อดำเนินกิจการต่างประเทศโดยเฉพาะสำนักงานนี้จะมีชื่อเรียกแตกต่างกันใน แต่ละประเทศ เช่นเรียกว่า The Ministry of (หรือ for) Foreign Affairs, The Ministry of External Affairs, The Department of State หรือ The Department of Foreign Affairs หรือ Gaimusho เป็นต้น ส่วนหัวหน้าสำนักงานหรือเจ้ากระทรวงนั้น จะเป็นบุคคลในคณะรัฐมนตรี และเรียกชื่อตำแหน่งต่างๆ กัน เช่น The Secretary of Foreign Affairs, The Minister of External Affairs, The Secretary of State หรือ Foreign Minister หรือ Foreign Secretary ตัวรัฐมนตรีนี้จะมีผู้ช่วย ซึ่งบางตำแหน่งเรียกว่า ปลัดกระทรวง (Under-Secretaries), ผู้ช่วยปลัดกระทรวง (Assistant Under-Secretaries) พร้อมด้วยคณะเจ้าหน้าที่หรือข้าราชการที่ได้ผ่านการฝึกอบรมมาแล้วงาน ของกระทรวงการต่างประเทศ โดยทั่วไปมักจะแบ่งออกเป็นสองฝ่าย ฝ่ายแรกเรียกว่าฝ่ายธุรการ (Home Service) ทำหน้าที่บริหารกิจการต่าง ๆ ภายในประเทศ ซึ่งเกี่ยวกันกับกิจการต่างประเทศ รวมทั้งการติดต่อเกี่ยวข้องกับคณะทูตานุทูต และฝ่ายที่สองเรียกว่า Foreign Service เป็นฝ่ายดำเนินงานเกี่ยวกับกิจการต่างประเทศ และความสัมพันธ์ระหว่างประเทศในต่างแดน อันมีสถานทูต สถานกงสุล และสำนักงานอื่น ๆ เป็นตัวแทน ประกอบด้วยข้าราชการฝ่ายการทูตและฝ่ายวิชาการ ซึ่งประจำทำงานในสถานเอกอัครราชทูต สถานกงสุลและสำนักงานระหว่างประเทศอื่น ๆ แต่ประเทศไทยเรายังมิได้แบ่งออกเป็นสองฝ่ายดังกล่าวตำแหน่งรัฐมนตรีว่าการ กระทรวงการต่างประเทศเป็นตัวกลาง ทำหน้าที่ติดต่อระหว่างประเทศ ส่วนหัวหน้าคณะทูตภายในนครหลวงของแต่ละประเทศจะทำการติดต่อใด ๆ ทั้งหมดกับกระทวงการต่างประเทศของรัฐผู้รับงานภายในกระทรวงการต่างประเทศ โดยทั่วไปจะแบ่งออกเป็นกรม กอง โดยถือตามเขตภูมิศาสตร์ต่าง ๆ เช่น กรมหรือกองการเอเชีย กรมการแอฟริกา กรมการอเมริกัน กรมการยุโรป และอื่น ๆ เป็นต้น นอกจากนั้น ยังมีกรมกองอื่น ๆ ที่ทำหน้าที่ด้านธุรการ และด้านการสื่อสารติดต่อ การประชุม การประสานงานความสัมพันธ์ทางเศรษฐกิจ การคลัง การบริการในต่างประเทศ การสารนิเทศ การกฎหมาย การห้องสมุด การหนังสือเดินทาง การบุคลากร การพิธีการทูต การวิจัย การสนธิสัญญา การตรวจลงตรา (Visa) และการสหประชาชาติในปัจจุบันในหลาย ๆ ประเทศ ผู้ที่สมัครขอรับราชการในกระทรวงการต่างประเทศจะต้องมีคุณวุฒิตามที่กระทรวง กำหนด เช่น จะต้องผ่านการสอบไล่ ทั้งในภาคปากเปล่า และข้อเขียน ตลอดจนจะต้องปรากฏตัวต่อหน้าคณะกรรมการสอบไล่ (Board) ซึ่งจะเป็นฝ่ายให้คะแนนบุคลิกและคุณภาพส่วนตัว แล้วนำคะแนนไปบวกกับคะแนนสอบข้อเขียน ในบางแห่งต้องการให้ผู้สมัครสอบเข้ารับการฝึกอบรม และให้อยู่ในระหว่างการทดลองดูความประพฤติ (Probationary period) อีกด้วย [การทูต]
